Guizhou strengthens fire protection review of energy storage: 330kV and above energy storage power stations are prohibited from operation without fire protection acceptance

Recently, the Department of Housing and Urban-Rural Development of Guizhou Province issued a notice on strengthening the management of fire protection design review and acceptance of electrochemical energy storage power stations (draft for soliciting opinions). It stipulates that electrochemical energy storage power stations are divided into special construction projects and other construction projects.

According to the "Engineering Design Qualification Standard" for the design scale of construction projects in the power industry, electrochemical energy storage power stations with a voltage level of 330kV and above and other electrochemical energy storage power stations with one of the circumstances listed in Article 14 of the "Interim Provisions" are special construction projects, and the fire protection design review and fire protection acceptance system are implemented. For electrochemical energy storage power stations belonging to special construction projects, the construction unit shall apply for fire protection design review to the local housing and urban-rural construction department according to the construction project management authority; if the fire protection design review or the review is unqualified, the construction unit and construction unit shall not construct; After the project is completed and accepted, the construction unit shall apply to the local housing and urban-rural construction department for fire protection acceptance according to the construction project management authority; those without fire control acceptance or unqualified fire control acceptance shall not be put into use.

The construction unit shall entrust the construction unit with the corresponding qualification level to carry out the construction of the electrochemical energy storage power station according to law. The construction unit shall carry out quality inspection for the used fire-fighting products and building materials, building components and equipment with fire-fighting performance requirements in accordance with the fire-fighting design requirements, construction technical standards and contract agreements, and use qualified products to ensure the construction quality. The energy department should incorporate the quality of fire protection construction into the quality supervision system and daily supervision content of electrochemical energy storage power station, and effectively strengthen the whole process control of the quality of fire protection construction of electrochemical energy storage power station; if the construction is not carried out in accordance with the fire protection design documents and fire protection technical standards, and the quality of fire protection construction is reduced, the construction unit should be urged to rectify and deal with it according to law.

With the landing of national standards such as the Safety Regulations for Electrochemical Energy Storage Power Stations and the tightening of local policies, it means that the fire safety of energy storage power stations is no longer an "option", but a "hard threshold" that must be crossed before being connected to the grid ". The compulsory acceptance system not only builds a unified safety firewall for the industry, but also ends the previous chaos of different fire codes with clear minimum standards. Acceptance is not an isolated link. It forces safety considerations to run through the whole process of design, equipment selection, construction and debugging.
