Strengthen the management of new energy storage power station-require fire acceptance

Recently, the People's Government of Wenling City issued the ''Notice on Strengthening the Management of New Energy Storage Power Stations in Wenling City, ''which stipulates that the construction unit of the new energy storage project must organize the completion acceptance and issue the completion acceptance report before the project is put into production, the construction project of the new energy storage power station with a rated power of 5 MW and above shall also fulfill the requirements of the quality supervision and management of the relevant power construction project in the Interim Provisions on the quality supervision and management of the power construction project (No. 2023) and reflected in the completion acceptance report.

The construction unit of the new energy storage project shall apply to the Municipal Housing and Urban-Rural Development Bureau for fire control acceptance or spot check after the completion and acceptance. For special projects, the territorial construction department shall organize or entrust a third-party technical institution to conduct on-site evaluation of the construction project after receiving the application for fire protection acceptance, and issue the "Construction Project Fire Protection Acceptance Opinion" in accordance with relevant national regulations.

For other construction projects, the project construction unit entrusts a third-party technical service agency with corresponding qualifications to conduct inspections, issue a fire-fighting facility inspection report, and apply to the Municipal Housing and Urban-Rural Construction Bureau within 5 working days from the date of completion and acceptance Acceptance record (see Annex 3 for application materials). If the application materials are complete and conform to the legal form, the territorial construction department shall issue the "Construction Project Fire Protection Acceptance Filing Certificate", organize the fire protection filing spot check in accordance with relevant regulations, and issue the "Construction Project Fire Protection Acceptance Filing Spot Check Result Notice".

For projects that have been put into operation since the date of issuance of this document, each project owner shall immediately organize self-inspection and report to relevant departments for inspection in accordance with the above regulations. All relevant functional departments shall conduct acceptance in accordance with the regulations. If there are potential safety hazards, they shall immediately stop operation for rectification. After completion of rectification, acceptance shall be carried out in accordance with the above regulations, and operation can only be carried out after acceptance.
