The notice focuses on six major areas: improving the intrinsic safety level of battery systems, carrying out demonstration and evaluation of safety conditions and facilities for electrochemical energy storage projects, further improving relevant standards and specifications for electrochemical energy storage, implementing safety supervision responsibilities for electrochemical energy storage projects, strengthening departmental work linkage and information sharing, and implementing the main responsibility of enterprises for safe production. As a milestone policy document in the field of electrochemical energy storage safety management in China, the document has constructed the most comprehensive and authoritative energy storage safety management framework through innovative mechanisms such as multi-sectoral collaboration, full-chain management and control, and standardization construction. It is of great significance to prevent major accidents of energy storage and promote the safe and efficient development of electrochemical energy storage, which also reflects the high attention paid to the safety of energy storage at the national level.

The third point of the notice "to further improve the standards and specifications related to electrochemical energy storage" emphasizes that the fire rescue department formulates standards and specifications for fire management, fire monitoring and early warning. The fifth point of the notice "Strengthening departmental work linkage and information sharing" mentioned: The energy authority strengthens communication and coordination with emergency management, industry and informatization, market supervision and management, fire rescue and other departments, and establishes a working mechanism.
