"Development of new energy storage" included in the 2026 government work report

In 2024, the development of new energy storage was first written into the government work report, and this year is the third consecutive mention. New energy storage refers to energy storage technology with output power as the main form in addition to pumped storage, and is an important support technology for building a new power system with new energy as the main body.

In recent years, with the rapid expansion of the scale of new energy sources such as wind power and photovoltaics in China, the challenges brought by their intermittency and volatility to the safe and stable operation of the power grid have become increasingly prominent. Energy storage is like the "charging treasure" of the power system, which can store electricity when new energy power generation is surplus and discharge at peak power consumption, which can not only improve the capacity of wind and light consumption, but also provide auxiliary services such as peak adjustment and frequency modulation for the power grid, and enhance the flexibility and safety of the system.

Driven by the rapid development of new energy, China's new energy storage has entered the stage of large-scale development. Data show that by the end of 2025, the installed capacity of new energy storage has reached 0.136 billion kW/0.351 billion kWh, an increase of more than 40 times compared with the end of the 13th five-year Plan. Among them, the installed capacity of independent energy storage was 35.43 million kilowatts, and the cumulative installed capacity accounted for 51.2 percent, an increase of about 5 percentage points from the end of 2024. At the same time, in 2025, the national new energy storage equivalent utilization hours reached 1195 hours, compared with 2024 increased by nearly 300 hours. The flexible adjustment capability of new energy storage is becoming increasingly prominent, with a cumulative space of 42.1 billion kWh for new energy consumption in 2025 and a maximum peak capacity of more than 30 million kW in summer. Industry insiders believe that during the "Tenth Five-Year Plan" period, with the continuous improvement of the power market mechanism, the new energy storage will achieve a real market-oriented development stage.

Therefore, we will continue to increase investment in research and development, improve multi-parameter early warning, graded linkage control, re-ignition prevention and control capabilities, and promote the fire protection system and battery, BMS, EMS, and cabin-level control system depth coordination. At the same time, we pay attention to the update and iteration of fire regulations around the world, keep up with international standards, and launch adaptive fire safety solutions for different scenarios.
