Recently, the Development and Reform Bureau of Zhuhai City, Guangdong Province issued a notice on the "Measures for the Supervision of Electrochemical Energy Storage Safety in Zhuhai City (Trial)". The introduction of this policy will help establish and improve the safety management of the entire life cycle of electrochemical energy storage in Zhuhai City. Promote the healthy and orderly development of the electrochemical energy storage industry.
In the key stage of the electrochemical energy storage industry towards high-quality development, it is necessary to take high-level safety as an important support; while accelerating scale expansion and technology iteration, it is necessary to build a strong security line to achieve the synergy of development quality and safety assurance. This "Measures" is based on the "the People's Republic of China Power Law", "the People's Republic of China Safety Production Law", "the People's Republic of China Fire Protection Law", "National Energy Administration Comprehensive Department, Ministry of Industry and Information Technology, General Office, Emergency Management Department, General Office, General Office of Market Supervision, National Fire and Rescue Bureau Office Notice on Strengthening the Safety Management of Electrochemical Energy Storage," Regulations on the Protection of Power Facilities in Zhuhai Special Economic Zone "and other laws, regulations and policy documents are formulated in combination with the actual conditions.
The "Measures" cover ten key parts, namely, general principles, planning and site selection, project filing, construction management, grid-connected operation, operation and maintenance, product management, corporate responsibility, supervision and management, and supplementary provisions. In the fourth chapter of construction management, it is clearly stipulated that the owner of electrochemical energy storage (project legal person) should entrust a design unit with corresponding qualifications to design in accordance with the construction engineering laws and regulations and the national engineering construction fire protection technical standards, and prepare fire protection design documents that meet the requirements, ensure that the design documents comply with national (industry) standards such as General Code for Fire Protection Facilities (GB55036), Safety Code for Electrochemical Energy Storage Power Station (GB/T42288), Code for Design of Electrochemical Energy Storage Power Station (GB51048), Technical Code for Prefabricated Cabin Lithium-ion Battery Energy Storage System (GB/T 44026), Code for Fire Protection Design of Buildings (GB 50016), etc, it is not allowed to violate the mandatory provisions of the national fire protection technical standards for engineering construction, and apply for the review of fire protection design of construction projects in accordance with the law.
This regulation undoubtedly raises the industry threshold and drives technology upgrades for energy storage fire protection companies.
